From a quick googlin', it's the SFX used when Gian sings - it seems to have become a fairly standard SFX for bad singing.

I can't see if it was used before that, but looks like, at the very least, it cemented it the vocabulary.

I hope that BWOOG has the same kind of 'feeling' as BOEEE. (To me, 'OO' is the 'default' singing noise)
