With a water this cold, nobody can go swim. Not without a heat suit whatever the name is.
Body temperature-wise -2°C is entirely possible to swim in. It's very common during winter in Northern Europe and Russia to swim in a hole cut in ice with water below at 0-4°C and two degrees aren't going to make so much of a difference. You'll need to go to (Ant)Arctic zones to find seawater below zero, the point where fresh water freezes.
