Probably a cadet just making his rounds. We also saw a maintenance worker a few pages back. So rather than just 1 lone Admiral, at least in this verse, every base probably has at least a full crew set besides the ship girls.
... I really like this interpretation of Musashi. (Which is pretty unique among Masara's sketches, which usually utterly derail them beyond all recognition.)
Of course, I've always felt that Musashi's stupid childish hair-ear design and reading glasses on musclehead body was just too garbled a character, so maybe I'm just not attached enough to the original to care about derailment if it in any way makes her a stronger character?
