I don't think he's really good or evil, he's just obsessed with breaking rules, doing the exact opposite of what he thinks people expect him to do and so on. He's not really taking the garbage to be nice to people, he's stealing the garbage. Which I assume makes sense to him, anyway.

Seems like it, but i think he's taking the garbage because it's unbounded by law and considering his God Power maybe he's just want to make it bounded to him? Just Like the one with the dog.
