Well they could surprise us by giving Lucas a gender-swap like they've done with other characters. She very well could be playable.
Body proportion would make her look strange. It is all right with the Koopalings since their size differences isn't that drastic in canon, and turtles' bodies have more or less the same shape, so Roy and Morton don't look as strange with shrunken bodies.
