Can easily be excused in that all of them are high trust, it just so happened that Taihou is just the "lowest". Like she's a 90 while Souryuu is a 99 or something.

Kaga and Akagi's muneates kinda obscure their size and pad them up a bit, while Soryuu's clothes give a pretty clear view of her obvious busty chest.
