Depends if his Kongou speaks "english" or "Engrish". In game, Kongou's engrish is pretty ear piercing, at least to me.

If it was English, I'd say he would at least know about it since English is the common language around the world, but if this was Abyssal language, throughout this story there is no way the admiral could understand what Hoppo-chan is saying :s

Admiral's a true Japanese man and thus not only doesn't speak English, but completely tunes it out when spoken.

Actually, it wouldn't be surprising if he could at least identify the abyssal language since his shipgirls supposedly come into contact with the abyssal girls.

We all know Hoppo-chan will get taken home to the naval base by the admiral because Hoppo-chan is a lost child :p
