Just like Konata's mother in Lucky Star, she just looks loli even in adulthood. (Although realistically, growth ends around 16 for girls, which is basically in high school.)

To be frank, my friend of mine is still look like a 14-year old even she is now in collage. My friends tend to tease her about that.
