No, multiple Puchi's have been shown swimming, i was about to respond that it was only submarine Puchi's, but a quick look has shown non-submarines swimming as well. So it's probably on a case by case basis.

This series is approaching legendary.

Yup, but Shouhou-puchi in post #1641899 didn't carry anything and letting go the arrow but still drowning. Maybe a case by case basis.
