Historically, during the first naval battle of Guadalcanal (second if you take Savo as first), Samidare is known for firing a friendly shot at Hiei. Then during the Battle of Empress Augusta Bay, Samidare collided with Shiratsuyu during the crossfire, Shigure was also part of that operation.

May I guess what the admiral is saying? Maybe something like; Samidare, it's like a live performace show of your eccentric past...
