Judging from the 1st and 2nd comic... This is aftermath of the war. Well I dunno why the artist didn't show-up the other survivors thought.

If you check Evangelion's characters family name, you will find a lot of familiar names.
Ayanami, Shikinami, Souryuu, Makinami, Akagi, Katsuragi (Unryuu class CVL, never went to war), Hyuuga, Aoba, Ibuki (Ibuki class CA, converted to cvl, never made it) and the vice commander is Fuyutsuki.
