It's a reference to how all of the Nagara class have personalities in KanColle, whereas in the Ars Nova anime they're more or less disposable mooks.

I think another reason why only Heavy Cruisers and up have Mental Models is that makes the rest all the more disposable. Hehe.

Also to Kongou's "Death Star" fusion in the Ars Nova finale, which involved absorbing Maya and countless Nagaras.

Actually, even though a Fog ship doesn't have any Mental Model, it is still an intelligent and self-aware entity. The Fog destroyer Vampire is shown to be fully capable of holding an intelligent conversation with Repulse despite having no Mental Model of her own.
