Maybe her hair is somewhat wet? Sakuya's hair has lots of bangs that point to the sides. Here they're all pointing down, making it look like Eirin's.

Personally, I think they're related or the same person.

I'm not entirely sure this is inspired by SnK. I translated the artist's comments for clarity. It's a take on one of Sakuya's back-story theories, where she is a vampire hunter. That said, it does look like a SnK design. It also reminds me Nikaidou Yuri from Kami Nomi.

The OTHER popular theory is that Sakuya's related to Eirin in some manner, either sister or daughter.
