This picture is part of collaboration (led by hisame) doujin/artbook, "Ethnic Touhou 3". arinu joined as guest.

I'd say, at a guess, that this is meant to represent Minoriko as an Ainu goddess. The patterns on the wall hangings and clothes look similar to those worn by the Ainu.

No, those aren't Ainu, actually, those are most likely to be either Mayan or Aztec patterns (going by the jewelry, I'd say the latter) with a small bit of African thrown in (her style of clothes and how she wears them), as, Ainu patterns look like this, while the pattern she wears looks similar to Okuu's in this pic
