It is, in fact, a progression. From Teacher to student, left to right, though honestly I think Jiraiya was more of a sensei to Naruto than Kakashi was.

-First it was Iruka for whole elementary school
-then basics by Kakashi for yearm or so (team 7 is a important thing bla blah)
-then Jiraya for 3 years (or more)
-then kakashi again feat that wood jutsu guy(whats his face)
-then the old frog guy
then ect. i guess your right seeing how naruto wont shut up about jiraya.
