They're actually all Tsukumogami, born from inanimate objects.
Kokoro is born from a group of masks, Kogasa from an umbrella, and Raiko and the Tsukumo Sisters from musical instruments.

But I'm still kinda puzzled about this particular order from the bottom to the top...

The word 九十九 (literally "ninety-nine" or "9-19") can be read as "tsukumo".

Yeah, I realized (while I was away from my computer for a few hours) that the trait they share is that they're all tsukumogami.
