Yeah, for Lacus it's out of Character, she's just annoying because of her "Perfect Type" representation, you know like the rest of the Seed characters, Kira, Shinn, Athrun, Luna, etc. They aren't evil, just highly annoying with their respective reasons to be annoying, Kira = God Mod MK II, Athrun = Indecisive weakling, Shinn = Ragetard + God Mod MK I (only beatable with God Mod MK II), Luna being a useless fangirl, etc.

The only really evil character would be the 2 Blue Cosmos Leaders, Patrick Zala, Raw Le Creuset and Durandal (a "Moralist Villain" way of evil)

You could say that now a days we have this retarded trend of "Annoying and hateable = Evil" even if they are technically the good guys or good guys with issues.
