It's based on the "a mangaka did it" school of ecchi. There's really no reason to over-analyze such things.
I cannot tell you how much I like the protag in this manga. He tries to keep things in place, avoid disaster, doesn't do rash things, thinks before he acts, isn't a horndog, and is a target for Ms. Smith to tease.

Yeah, he's unusually likable for a harem protagonist.

He tends to fondle Centorea's breasts at every opportunity though. Nobody's perfect I guess.

The only assertive move he's made on Centorea is holding her hand after she asked him to. Otherwise, he ends up groping her by accident while riding her. Without reins, I can see how it'd be hard to ride a horse, especially one that has a mind of it's own.
If he gets to 2nd or 3rd base, it's usually by accident while trying to help the girls with something. And he usually closes or covers his eyes, making things even more awkward for him (and them.) And most times he suffers some terrible injury as a result.
Of course, if there weren't it against the law to do anything funny with them (resulting in deportation and jail-time), he may have asserted himself more, but since there are alot of girls now, he won't do anything if for no other reason than he doesn't want to hurt any of their feelings until such a time he's able to fully commit. Til he makes a decision.
