Aside from the gag of Marisa having her broom the whole time, this is apparently a parody of an "I ain't got nothin' but some chikuwa!" meme based on a scene from What's Michael? (Chikuwa is a tube-shaped fish-paste cake. You often see slices of it in ramen.) It involves a man who gets accosted by a robber for money, but protests all he has on him is a piece of chikuwa. He himself seems shocked at this.

The surreality of the scene tickled folks on 2ch, who decided to use it as a stock response to "Sauceplz"-type posters. Edited images of someone else holding the chikuwa or similarly shaped objects inevitably followed.

I think Reimu suspects someting.
