But Chen's profile states she is a bakeneko, or a ghost cat. Now, I know bake can be translated to a few things, but Touhouwise, there's this enemy called the Bakebake, or as a bunch of fans calls it, the Tongue Ghost. So, here we have a ghost cat dressed as a ghost.
