Well... according to the official info, the angels were supposed to be the original life forms intended for Earth. When Lilith "crashed" on the planet her offsprings (instead Adam's) populated the planet and the angels didn't get beyond an "embryonary" state. When humans awakened Adam (the seed of life of the angels and the original one destined to this planet) the angels started developing and came out of wherever hey had been asleep (like inside a friggin volcano).
So... basically, they were here before "us", but in a latent form after Lilith's arrival interrupted their evolution.
