1) As Basil said, it's a PKS-07, and for another thing any gunsmith worth their salt could attach a handle to any gun. Now if it's a good improvement or not is another story entirely.
2) What's so weird about a Riser scope? It's designed as to allow a much greater range of elevation adjustment or to allow the scope to opperate above visual obstructions to avoid the all hated 'ghost images'.
As a bonus, most Thermal Scopes are of the Riser type.
