    It's a Japanese (or possibly a Western-Asian) thing, they tend to depict females of the same age as about one head shorter. Probably for the cuteness factor since it's the most common in romantic series and comedies.

    Teachers over there don't often dress in such conformable colors. That said, this school uniform appears to be black and furthermore, Teachers don't usually wear the jackets all day long, while a student has to.
