I think, to both Marisa and Sakuya, a kiss to their partner is important. Kourin, on the other hand, makes it sound like using that kind of power is wasted on such a trivial thing. Hence, a slap on the face.

To me it sounds more like he's saying there's something wrong when you need to resort to a power to steal a kiss from your partner.

That and he's just so totally clueless about who they want to be stealing kisses from.
