Different city. Accelerator even mentions that he traveled a bit to get here. Presumably in this shared universe Mitikahara (the city PMMM takes place in) is somewhat close to Academy City. Its possible Accelerator is just that famous even outside Academy City. He had entire freaking armies coming after him as a kid after all.
