Wow! This has superb animation for a flash in terms of both detail and FPS, it was obviously drawn frame by frame.

If you think that a flash animation was "drawn frame by frame" then... you don't know how flash works. And weren't really paying attention. If you mean that "some layers of this animation were individually drawn and then inserted into sequential frames during some portions (and frequently reused with zoom and rotation effects)," you'd be right, though you've robbed the phrase of any substantive meaning.
