I wouldn't say Hijiri has stolen spell cards. It seems more like ZUN got a bit lazy with her. Yes, her final spell card looks like Kanako's final spell card and Devil's Recitation does have some Shinki resemblance (is it Shinki?). But Hijiri is never officially stated to be a borrower like Marisa is. I retain my belief that ZUN just ran out of ideas when he got to her. Maybe he needed more beer.

The description of Devil's Recitation in the game says it was stolen from Shinki.
