Yes it is. Sakuya attacked Koishi. But why I get the feeling Yukari already read the "scenario" if you know what I mean?

Just deducing from the intro of the second volume. It mentioned Sakuya's fantasy is not about time itself, but about murderers. Perhaps that time stop ability is just the manifestation.

Had to re-read volume 1’s talk about her ability again.
