We already have a tag for rei_no_pool. I think rei_no_turtleneck is not bad.

On Pixiv some of the images are getting 3rd party tagged as 胸開きタートルネック (Mune-biraki tātorunekku), which google translates as Chest open turtleneck. That naming though isn't any different than if we just strung together the names cleavage_cutout turtleneck sweater into a single tag. Tagging wise, it has more usage than "例のタートルネック" on pixiv currently (5 pages versus 1).
Came across this while looking for google images to try and find naming for it. Latest Korean Fashion Blog: Oct 4th Chest Cutout Stretch Top. So another place with I guess that kind of fashion trending.

With that info, the first tag that came to mind is open-chest_sweater. I wouldn't use cleavage_cutout_sweater because there are a few examples where the breasts spill out of the cutout (which is inevitable with clothing like this) such as post #1864003, and I don't want people brainlessly adding cleavage_cutout on non-examples simply because it's in the tag name.
What about cutout_sweater? That way the tag can also be used for sweaters with cutouts in other places like post #1865261 which is a parody of the infamous sweater.

The problem with using that name is that cutout is what it seems they use to refer to the style of having opened areas on an outfit in real life, so "cutout_sweater" would be extremely generic, which is bad if you're trying to use the term to refer to a specific thing.

I've tagged all the examples I can find with open-chest_sweater before it gets out of control. It would also help with tagging relevant posts with turtleneck, since I've noticed people are neglecting to tag it.
Don't forget ribbed_sweater. Probably a few missing that one.
I wonder how long before you are tagging open-chest_school_uniform.
We can always put our foot down with extreme examples like that.
Admittedly, open-chest_sweater really is just a cleavage_cutout sweater search, once everything's cleaned up. Even the other example I brought up can be found with breastless_clothes sweater. If no one feels too strongly about the tag, we could treat it as a storage bin for tag gardening, then nuke the tag once it's done.
Edit: An underboob version appeared, which would make cleavage_cutout_sweater even more erroneous.

Since the meme is based on a specific cut/style of sweater, I'm voting to keep the tag.

Having looked at the "Keyhole Turtleneck", they are mostly smaller vertical holes, some above the cleavage and some on the back. Too broad for tagging purposes.
Incidentally, surprised that the artists haven't noticed the legitimate use of the opening, beyond cleavage.

Yeah, as the name sounds, most of those are shaped like a keyhole with a vertical shaped opening/slit.

The design might be based on nursing clothing, but these outfits (and the real life ones they're based on) seem specifically designed for the cleavage. The slit in most cases I think is too narrow and too high to be used for wet nursing. Also, similar nursing clothing that I've pulled up in searches have the upper flap go all the way down and stop underneath the breasts.
I've searched and only found a handful of posts for the nursing_sweater tag.
