Pokemon Black and White 2 character. She meets Nate, the male protagonist, if he picks up her Xtransceiver and answers her calls enough times. The two can ride the ferris wheel together.
There are several (somewhat obvious) hints that she is actually the idol Nancy, as seen on televisions in game until she accidentally reveals it herself.
