Not wearing panties where normally they would be expected. For example, wearing a skirt, dress, shorts, or other similar clothing without panties or underwear.
Don't use when the character is nude, completely bottomless, wearing clothing not normally worn with panties (such as swimwear), or otherwise isn't expected to be wearing panties.
Use No Panties? when it's heavily implied that the character is pantyless, but you can't tell for sure.
