Saitou is a secondary character in the Ghost in the Shell series.

An operative of Public Security Section 9's anti-terrorist unit, Saitou is their resident sniper. He has a prosthetic eye—called the "Hawkeye"—that connects to orbiting satellites to improve his accuracy.

Saitou has black hair in a buzz cut, and his left eye is covered by a cybernetic patch.
