Imaichi Moenai Ko Wiki

A "not moe enough" character drawn crudely in a job recruitment application, post #831330, for The Kōbe (Koube) Shinbun (a newspaper in the Japanese city of Koube). Predictably, artists decided they could redraw her to make her moe.

People seem to also have made up the name 今井知菜 (Imai China) for her, which sounds the same as 今一な, meaning approximately "not quite".
