The King of Fighters character, pronounced "Chang-Ko-Han".
He is a big fat criminal (a contrast to Choi Bounge's small) who fights using a giant iron ball and chain weapon.
He has since learned a little bit of taekwondo thanks to Kim Kaphwan's training regime (namely, the Tekyuu Hien Zan, in which Chang does a backflip kick only to fall later on).
