He is the arch-villain who appears in the final arc of Ultraman Leo , plotting to invade Earth by commanding Saucer Creatures.
His correct English name is apparently "Commander Black."
(In Japanese, both “commander（司令）” and “directive（指令）” are pronounced “Shirei.” Therefore, it is believed that “司令” was mistakenly written as “指令,” and this typographical error has become established.)

In the KADOKAWA version, she was designed by Bakutendo.
She is characterized by her pale skin, a black bow and a black ring resembling a planetary ring system atop her head, and long, black hair that looks like a cape.
In the movie version, adjustments were made to her design: she has a healthier complexion, her bow is red, and her cape and hair are separate elements. She formed the "Black Stars" alongside Silver Bloome and Nova with the aim of conquering the world; however, because all three are bumbling and far too kind-hearted, their plans frequently end in failure. She is voiced by Nitta Hiyori.
