Roughly translated:

ASCII art of a Mr. Kitahara of Yokohama City University, as he appeared on the October 1, 2006 broadcast of Attack 25. On that day's airing, Mr. Kitahara had by far the highest rate of wrong answers among the four contestants, but despite this, thanks to a quirk in the "Panel Quiz" rules, he splendidly won overall victory and the prize. Later, however, Mr. Kitahara himself admitted on mixi that he'd made his way onto the show by cheating on Attack 25's preliminary written exam.

This ASCII art depicts the scene in which Mr. Kitahara sealed his victory by splendidly giving the correct answer, "Colombia", to Attack 25's final question that day: "Which South American country shares a land border with Central America's Panama?"

However, the essential part of the ASCII art is not the character making a victory pose, but the telop caption box displaying "Answer: Colombia". The art can be put to a wide variety of uses by making all sorts of changes to the words inside this caption box.
