His ultimate goal is to start a war between the US and Pakistan and use it as a means to win the Presidential elections and turn America into a Ultra-individualistic Social Darwinist state.
His bombastic personality and raw physical prowess (having fought Raiden to a standstill) has lent itself to a number of notable memes, most famously concerning the fact that he was at some point injected with nanomachines that harden in response to physical trauma, making it so you can't hurt him.
