白熊カオス (Shiro-kuma Chaos, Polar bear Chaos) is a character appearing in a Playstation 2 game called Kuma Uta (bear song)." The game was released on November 25, 2003 by SCEI.
In the game, the player writes their own lyrics to Enka songs and teaches them to a polar bear as their pupil. In other words, this game is a singing synthesizer software that was released before Hatsune Miku.
The polar bear can be named to the player's liking. "Polar bear Chaos" is the "pupil" of a player named "Sabu Kitajima," made famous by NicoNico and YouTube. Fans of Chaos call him "カオス師匠 (Chaos-shishou, Master Chaos)." He often talks about his love for loli girls, but he most certainly says it as a joke, and it does not mean he is really a pedophile... probably.
