Wearing everything but a shirt. That is, wearing a bra or bikini top with pants (or other bottoms), but without a shirt.
Don't use if the character is completely nude, bottomless, topless female/topless male, pantsless, or wearing underwear only. They should be wearing at least a bra (or something similar), and at least shorts, pants, or something similar.
