It's more of a moral issue, given the philosophical zombie nature of Intelligent Constructs than a hardware or software issue. Technically you can replace the core with a newer one like what that one technician in the quest did, but it would erase the current Seed Sr. completely. You can also copy and paste the current data of the Seed Sr. into the newer core, but what it makes is a copy instead of restoring him. All-in-all, without fixing the core of the problem that is Seed Jr's ability to overdrive robotic beings' circuit it will happen again and again.
