He commanded one of the last bastions of Humanity. He witnessed the galactic arm falling silent world by world no matter the response to the invaders. Having been bred to analyze the world objectively to lead his planet to the brightest future, he has now realized the simple but cruel fact.
The Qu can not be stopped. Their triumph is simply inevitable. A civilization billion years ahead technologically, they will break any defence, they will set foot on every resisting planet, be it tomorrow or in a hundred years. Fighting back harder will only worsen the punishment, and he saw what they did to those who tried. He couldn't let this happen to the planet whose future he swore to protect.
He made a deal with the enemy. A voluntary surrender of his own people in exchange for a comfortable and carefree life of pampered pets for their descendants. The Qu will mold them into a race of hedonists, designed for happiness just like the birds are designed to fly, and give them a paradise garden of a world, free of any predators and rough weather. The only price will be their freedom and humanity.
His people will hate him for what he's done, but he knows he negotiated the best fate for them. When his world's new masters will numb their minds, the pain of the defeat will be forgotten, and only sun's warmth and partners' caress will occupy their minds for millions of blissful years.
He did the right thing.
