Sometimes the line between parody and symbolism is awfully thin.

People usually have two arms apiece.

There's already 9 pairs visible in the picture. Assuming another pair is hidden behind, then there's 10 peoples reaching out to her from the shadow crying for help.

Looks like the artist was serious when he/she drew it.
