It's a relay race. Flandre's passing the relay baton. I'm guessing it's called a baton pass, not to be confused with that pokemon move.

That sports bra looks like it belongs to Sakuya and I was expecting the cover page (post #980918) to be some sort of hook to get people into reading the comic much like how post #966577 was.
