It depends on the type of extinguisher. The standard fire kind is a foam/liquid.

Well her face isn't wet or covered in foam so that rules them out, however it may be that only the displaced air is blowing her hair back and that the foam/liquid hasn't reached her yet.

I think we're overthinking this -_-
