I'll let others make a judgement call on whether or not this should be Engrish. It's technically correct, but would be a lot less awkward as "Hasn't...?"

It would technically be correct in older english. But obviously it sounds incredibly awkward these days and was almost certainly a mistake so yeah, I'd say engrish.

Surprisingly good Engrish to be honest. All the correct words are there, even.
