It's not a PSG-1, it's a Type 64--the JGSDF's old assault rifle, before they switched to the Type 89. If Wikipedia is to be believed, the Japanese Coast Guard and the Special Assault Team still use them in a limited capacity.
Additionally, it's apparently not a very good marksman's rifle. The scope is some obsolete model from WW2 that used to be mounted on M1 Garands, and it's mounted to the gun using only one screw so if you jostle it it's liable to go out of alignment.
