Is that copypasted from the source? If yes, apparently it’s supposed to be a response to a theme of the week/month/similar called "battling girl(s)".

As far as answering the request for commentary, 全共闘 (text on helmets) is one of the many radical student movements that were active during the student riots of 1968, so it’s meant to be a historical scene. The building in the background looks like Tokyo University’s main building (wrong colour). The text on the flyer is gibberish as far as Google and I can tell.

This is really some embarrassingly bad art, though.
