I think Kyuubey might be a Skua in this one...which makes a frghtening ammount of sense. Those things eat penguin eggs...and the chicks.

Shouldn't Madoka-penguin be smaller compared to Kyōko-penguin and Sayaka-penguin?

Kyubey is a night heron, which is widespread EXCEPT in Antarctica. They prey on fishes, frogs and other aquatic creatures, but (as far as my knowledge go) not other birds' eggs or chicks.
