She's bending her right wrist back. As opposed to Meiling's right arm where the back of the hand points out from her, Cirno's hand is facing towards her and the wrist is bent as far as she can will it. A simple juxtaposition of Meiling doing it right and Cirno doing it wrong.
Oh, I kind of figured that. The proportions of her arm just don't look quite right to me.
