wow, someone used that picture as attention grabber for ads?

From what I can gather, no not really.
Sometime in late June, there were crudely drawn ads for Registry Booster for Japanese IPs, attached with the phrase
"動画再生スピードが遅いですか？" (Is your video playback speed being slow?). People shortly began calling the character Desuka-san or Desuka-chan.
